COACHES: Return to Play & Lindsay's Law

Dear Coaches:

Player safety is a concern of everyone, and as an organization we make your child's safety a first priority. To be a carded coach with our organization, US Club Soccer, our league, OHTSL, and our organization, S.E.L.S.C., Inc. requires coaches to go through a series of steps to ensure the safety of our players and ensure that you as a coach are  prepared and covered in the case of emergency or injury to take appropriate and necessary actions for everyone's safety. Please review the below information and take the necessary actions to be aligned with State Law, US Soccer, US Club Soccer, OHTSL, and our organizations rules and regulations. As of April 26, 2013, Ohio’s Return-to-Play law (ORC 3313.539 or ORC 3313.539) requires that Ohio youth athletes who are suspected of sustaining a concussion, MUST be removed from practice or play. Ohio laws prohibit a child to return to play (practice or competition) on the same day that he/she is removed on suspicion of having sustained a concussion. He/she may return the following day if cleared in writing by a physician (MD or DO) or other authorized healthcare provider that they did not sustain a concussion.




Ohio's Return-to-Play Law: What Coaches & Referees Need to Know




Individuals who wish to coach or referee in a youth sports organization will be required to successfully complete, every three years, a free online training program in recognizing the symptoms of concussions and head injuries provided by the Ohio Department of Health if they do not hold a Pupil Activity Permit. Coaches who already have a current PAP will be required to present evidence that they have successfully completed a training program in recognizing the symptoms of concussions and head injuries that is linked on the Department of Health's website or a training program authorized and required by an organization that regulates interscholastic conferences or events in order to renew their permit. 

While there are multiple courses that meet the Ohio law requirements, we recommend the following course from the National Federation of State High School Associations. Information for their FREE course can be found below. The course take approximately 30-minutes to complete and is video driven. There are both an English and Spanish version available. You will receive you certificate immediatly upon competition and it should be emailed directly to [email protected].

NOTE: If you already have completed this course or a similar course that is accepted by the State of Ohio for another sport or activity, you DO NOT need to complete it again. Your certificate is good for THREE Years and can be used for as many activities as you would like. Please submit your completed certificate. WE NEED AN ACTUAL COPY OF CERTIFICATE TO BE VALID.

OHIO LINDSAY’S LAW: SUDDEN CARDIAC ARREST IN YOUTH ATHLETES


Lindsay’s Law, Ohio Revised Code 3313.5310, 3707.58 and 3707.59 went into effect in 2017.  In accordance with this law, the Ohio Department of Health, the Ohio Department of Education, the Ohio High School Athletic Association, the Ohio Chapter of the American College of Cardiology and other stakeholders jointly developed guidelines and other relevant materials to inform and educate students and youth athletes participating in or desiring to participate in an athletic activity, their parents, and their coaches about the nature and warning signs of sudden cardiac arrest.
